Richmond meets SoHo…

Warehouse 201 was the first building to be renovated using Historic Tax Credits once Manchester received historic designation in the early 2000's

Manchester is the only neighborhood south of the River that is considered to be part of Downtown.  It is broken up into two sections, Industrial Manchester (north of Commerce Road) and Residential Manchester (south of Commerce).

As you would expect, Industrial Manchester is largely made up of warehouses and manufacturing facilities from periods generally around the turn of the century to early 1900’s.  When the area was officially declared to be “historic” in the early 2000’s (and subsequently expanded twice thus far), it unlocked a torrent of redevelopment based on the use of state and federal historic tax credit programs (this link is a fabulous overview of the effects of the programs for any of you that believe that the government should stay out of everything….this is a great program that has arguably saved many cities from the inside out.  While it is not without some warts, the HTC program is one of the best public/private cooperations ever conceived to create development momentum and spur business growth.)

Manchester was originally part of Chesterfield County

Projects such as Plant Zero, Warehouse 201 (aka Cheek Neal), The Decatur, Corrugated Box and Old Manchester Lofts and festivals such as Earth Day all have created a momentum and buzz in RVA about this hip, fun and funky little area that is growing by leaps and bounds.

In what is one of the most important development sites left in Richmond, The Reynolds South Plant is a 17+ acre site along the River in Manchester that is currently under contract to be redeveloped into a massive mixed use project with apartments, retail, condos and high rise office. It is a game changer for Richmond and specifically, Industrial Manchester.
